Background The 55th Contracting Squadron at Offutt Air Force Base, NE intends to award a Firm-Fixed-Price contract for Integrated Tactical Warning/Attack Assessment (ITW/AA) IV services. The goal of this contract is to provide critical ITW/AA capabilities to various military commands and agencies, ensuring effective missile warning and threat assessment. This contract is being awarded under the authority of 10 U.S.C. 3204(a)(1), indicating that only one responsible source can fulfill the agency's requirements due to the proprietary nature of the software involved. Work Details The contractor, Delta Solutions & Strategies, LLC, shall perform the following tasks: 1. Provide software updates to the proprietary Missile Warning Threat Suite (MWTS) software. 2. Generate dynamic ITW/AA simulations for the Joint Chiefs of Staff, USSTRATCOM, USINDOPACOM, DISA, NORAD-USNORTHCOM, and other forward users. 3. Provide NORAD-USNORTHCOM with Correlation Center Emulator (CCE) and MWTS software engineering support. 4. Enhance software and simulation capabilities and support Command and Control (C2) system virtualization and integration. 5. Develop and support an interface between MDA’s Training Support System (TSS), Integrated Command and Control System (IC2S), Combatant Commanders Integrated Command and Control System (CCIC2S), and Global Command and Control System (GCCS). 6. Develop, maintain, and support software for simulations in Nuclear Planning and Execution System (NPES) for automated message generation with near real-time system injection. 7. Provide a configuration management scheme for scenario generation and maintenance along with quality control methods for Joint Staff and USSTRATCOM/J7 scenarios. 8. Integrate output from the Graphic User Interface (GUI) with MWTS, Protocol Data Unit (PDU) Converter, Global Sensor Integration on Networks (GSIN), and GCCS. 9. Conduct formal configuration management, testing, validation/verification of product development and integration. 10. Provide monthly status reports. Place of Performance The work will be conducted at Offutt Air Force Base, NE.
