Summary

ASRC Federal Gulf State Constructors (AFGSC), as Prime Contractor to the United States Government, hereby solicits quotes from qualified firms for the following Firm-Fixed-Price requirement. This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR 12.6, and supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

Important Funding Notice

This requirement is currently unfunded. Award is subject to the availability of funds. All quotes must remain valid through September 30, 2026. Neither AFGSC nor the Government is obligated to award any portion of this requirement or incur any liability unless and until funding is made available. AFGSC or the Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of proposals. In the event AFGSC or Government cancels this solicitation, neither AFGSC nor the Government has any obligation to reimburse any offeror for any costs.

Description of Requirement

ASRC Federal Gulf State Constructors requests Firm-Fixed-Price quotes to refurbish the wash rack floor in Facility 129 at Vance AFB, OK consistent with the detailed Statement of Work (SOW).

Instructions to Offerors

Offerors must submit a Firm-Fixed-Price quote using the Appendix B - Bid Form in the attached SOW. Quotes should cover all supervision, labor, materials, equipment, submittals, testing, cleanup, and incidental work required to deliver a complete and usable final product.

Required Submission Components

1. Firm-Fixed-Price Quote consistent with Appendix B Bid Form. 2. Technical Submittals Full coating system TDS & SDS Chemical resistance data MVB primer documentation Proposed floor striping plan (CAD + PDF) 3. Project Schedule compatible with the 60-day POP. 4. Superintendent & Quality Control Manager Qualifications (experience requirements per SOW) 5. Safety Plan compliant with OSHA 29 CFR 1926 and DAFMAN 91-203. Email quotes to Betty Kliewer; betty.kliewer.ctr@us.af.mil no later than June 18, 2026 at 11:00 AM CST. No late entries will be considered or evaluated. All Offerors must be fully registered in Sam.gov at the time of quote submission. Quotes will be evaluated based on: LPTA (Lowest Price Technically Acceptable) A site visit will be scheduled. It will be added as a amendment to this solicitation once the date/time has been determined. All contractors/visitors must comply with Vance AFB access requirements, including Real ID compliant identification and adherence to installation security procedures, along with vehicle registration and current insurance. Period of Performance The total period of performance is 60 calendar days from the Notice to Proceed date. This includes up to 45 calendar days for mobilization and material lead time followed by 15 calendar days for actual work completion.
