Background

The General Services Administration (GSA) Office of Fleet Management (GSA Fleet) provides a full-service fleet management program, offering transportation solutions to partner agencies across the U.S. Federal government. GSA Fleet maintains a diverse fleet of over 227,000 vehicles, including light, medium, and heavy-duty vehicles. The agency is responsible for the disposition of its vehicles, remarketing and selling used vehicles across the United States and internationally. GSA Fleet aims to modernize its public vehicle sales model to maximize proceeds and expand market presence, particularly focusing on electric vehicles as their adoption increases.

Work Details

The contractor will provide vehicle auction and marshalling services in the Bismark, ND area. Key tasks include advising on optimal disposition strategies for exchange/sale-eligible vehicles, performing full vehicle inspections with condition reporting and imagery capture, providing repair recommendations based on vehicle condition and market factors, creating marketing plans for vehicle sales, managing electronic inventory for vehicles and related assets, supporting bidder/buyer management activities, ensuring customer service throughout the sales process, facilitating payment collection, transporting vehicles to/from vendor locations, preparing vehicles for public inspection and sale including reconditioning and maintenance services, conducting competitive sales processes with public inspection periods, managing logistics of vehicle transportation for sales, and ensuring security and storage of vehicles until final removal. For marshalling only services, tasks include inspecting delivered vehicles for damage or missing components, performing pre-delivery inspections according to manufacturer standards, providing driver education on vehicle operation features, maintaining fuel/charge levels as prescribed by GSA, managing documentation for vehicle shipments/deliveries, ensuring security of assets from receipt until removal.
