The city is seeking proposals from qualified consulting firms to conduct a comprehensive staffing level and overtime utilization study for its Fire Department (GRFD) and Police Department (GRPD). This study aims to provide a data-driven assessment of current staffing levels, deployment practices, and overtime usage to support informed decision-making regarding resource allocation and operational effectiveness.

Work Details

The selected consultant will conduct an independent analysis that includes: 1. **Overtime Utilization Analysis**: A five-year historical review of overtime usage trends, categorization of overtime drivers (vacancies, leave usage, training), cost trend analysis, and identification of operational impacts associated with overtime reliance. 2. **Staffing Level Analysis**: Evaluation of authorized versus actual staffing levels, assessment of vacancy rates and recruitment challenges, analysis of leave patterns, and identification of staffing gaps affecting operational efficiency. 3. **Deployment Staffing Validation**: Assessment of whether current staffing levels support existing deployment models without excessive reliance on overtime. 4. **Workforce Productivity Metrics**: Development of metrics for future planning including estimated annual productive work hours per employee and total personnel required for full staffing. 5. **Deliverables**: A comprehensive report detailing findings and recommendations, an executive summary for presentation to City leadership, editable staffing model calculations, and presentations to City Administration.

Period of Performance

The contract is expected to commence on July 15, 2026, following targeted City Commission approval in June/July 2026.

Place of Performance

The study will be conducted in Grand Rapids, Michigan.

Bidder Requirements

Bidders must be registered in the City’s financial management system (Oracle Finance Cloud) prior to contract award. The City encourages the utilization of Local Micro Businesses as subconsultants; however, this is not mandatory.
