Background
The City of Longview, Texas, is seeking proposals for the construction of the 2026 H.M.A.C. Hot In-Place Recycling project. The goal of this contract is to repave various streets city-wide, enhancing the infrastructure and ensuring safe transportation for residents and visitors. Work Details
The contractor will be responsible for providing all labor, materials, equipment, supplies, and supervision necessary for the construction of the project. Specific tasks include: 1. Furnishing and installing 1" thick HMAC Hot in Place Recycling (31,047 SY). 2. Furnishing and installing rejuvenated oil (3,275 GAL). 3. Furnishing and installing 1" thick HMAC Type D surface coat (1,889 TN). 4. Milling wedge 1" thick, 8' wide (8,379 SY). 5. Installing milled butt joint at intersections (2 EA). 6. Adjusting valve box to overlay grade (8 EA). 7. Adjusting manhole to overlay grade (6 EA). 8. Preparing and marking pavement with various widths and colors (totaling approximately 18,000 LF). 9. Providing traffic control measures as per MUTCD standards.
Period of Performance
The contract work is expected to commence within ten (10) days after receiving a written Notice to Proceed and must be completed within sixty (60) calendar days.

The work will be performed on various streets throughout the City of Longview, Texas.
Bidder Requirements
Bidders must provide a bid security in the form of a certified check or bid bond amounting to at least five percent (5%) of the base bid. Successful bidders are required to furnish a Performance Bond, Payment Bond, and Maintenance Bond in an amount equal to the contract value.
