General Merchandise Supplies, Services & Groceries District-Wide

Background

Brownsville Independent School District (BISD) is seeking proposals for an exclusive partner to manage walk-in only merchandise sales. The goal of this contract is to provide high-volume, on-site retail services for general merchandise supplies, services, and groceries district-wide. This initiative aims to enhance the in-person shopping experience for the community while ensuring that no e-commerce or shipping components are involved.

Work Details

The contractor will be responsible for managing over-the-counter sales of general merchandise items including cooking accessories, arts and crafts supplies, coloring books, hardware, housewares, small appliances, small tools, sporting goods, apparel, and other general merchandise. Additionally, the contractor will provide related services such as rentals and repairs. The contract also includes the sale of grocery items such as bakery products, deli items, water, juices, canned foods, dry goods, frozen foods, snacks, produce, meats, and paper goods (napkins, plates, towels, cups). Proposers must demonstrate experience with high-volume retail environments.

Period of Performance

The contract period is expected to begin following board approval on August 4, 2026.

Place of Performance

The services will be performed at various locations within the Brownsville Independent School District in Texas.

Bidder Requirements

Proposers must have a place of business within a 20-mile radius of Brownsville, TX. They must also demonstrate prior experience in managing high-volume retail operations.
