Missoula Annexation Policy 2026

Background

The City of Missoula is seeking proposals for Planning Consultant Services to update the existing annexation policy. This update is to be informed by fiscal analysis and recent city policy changes, aiming to provide a more accurate estimate of public revenues and expenditures associated with the expansion of the City's jurisdiction. The City has recently updated its Land Use Plan and other related policies, making this an opportune time for a comprehensive review of the annexation policy.

Work Details

The consultant team will partner with City staff to develop a new annexation policy that aligns with the City’s Land Use Plan and incorporates fiscal considerations. Key tasks include: - Conducting a fiscal impact analysis that evaluates the implications of annexation on city infrastructure, maintenance, service levels, and revenues. - Developing clear criteria for evaluating properties for annexation. - Updating the annexation policy map to reflect new designations. - Providing best practices and guidance for public engagement and policy development processes. Deliverables include a final updated annexation policy document, an updated annexation policy map, and associated materials such as presentations and user guidance.

Period of Performance

The project is expected to take between 6 to 8 months, with key deliverables required before December 31, 2026.

The work will be performed in Missoula, Montana.

Bidder Requirements
