The selected vendor will provide a comprehensive software solution that includes: 1. **CWSRF Project and Loan Lifecycle Management**: Manage the entire loan lifecycle from application to closeout, including compliance monitoring and construction tracking. 2. **Financial Management**: Track EPA grant awards, loan amortizations, repayments, and cash flows with flexible billing cycles. 3. **Reporting Capabilities**: Generate standard and ad hoc reports with compliance tracking for federal requirements. 4. **Administration and Configuration**: Allow configuration of workflows, user roles, and dashboards without vendor intervention. 5. **Technical Assessment**: Ensure appropriate security controls are in place to protect sensitive information. 6. **User Training and Documentation**: Provide training materials for both staff and external users. 7. **Implementation Support**: Assist in transitioning users to the new system with a focus on data migration from legacy systems.

Period of Performance

The contract will commence on May 1, 2026, and run until April 30, 2028, with two optional renewal periods extending through April 30, 2031.

Place of Performance

The services will be performed primarily at the contractor's facilities but must comply with Maine's state policies regarding data hosting and security.

Bidder Requirements

Bidders must have at least ten years of experience managing similar SRF programs and have implemented at least ten state SRF programs in the last decade. They must not be suspended or debarred from federal contracts and must provide evidence of compliance with state security standards.
