This requires submitting fully supported technical data with an Approved Equal Form for OCTA's review and testing. Only after acceptance can the item be bid as an approved equal in future solicitations. - The bidder bears the burden of proof for the equality, substitutability, and compatibility of proposed alternates or equals, and must provide all necessary information at no cost to OCTA. OCTA is the sole judge regarding the suitability of proposed alternates or equals.
