Work Details
The selected consultant(s) will provide comprehensive professional services to evaluate the City’s current and future Civic Center facility needs and develop a long-term strategic framework. Key tasks include: 1. Project Initiation & Management: Overall project management, coordination, scheduling, and progress tracking. 2. Existing Conditions Assessment: Review documents, conduct stakeholder interviews, assess existing conditions including space utilization and operational inefficiencies. 3. Staffing & Space Needs Assessment: Evaluate current and projected staffing levels and operational requirements over a 20 to 30-year horizon. 4. Facilities Consolidation & Civic Use Assessment: Evaluate distribution of administrative functions across multiple facilities. 5. Baseline Cost Analysis: Prepare lifecycle cost analysis for continued use of the existing facility. 6. Property Considerations & Redevelopment Feasibility: Assess potential value and feasible reuse scenarios of the existing site. 7. Conceptual Site Planning: Develop concept-level plans for feasible facility scenarios including renovation or development of a new campus. 8. Financial Analysis: Prepare planning-level cost estimates and financial analysis including funding strategies. 9. Delivery Strategy Evaluation: Evaluate alternative project delivery methods such as Design-Bid-Build (DBB) and Public-Private Partnerships (P3). 10. Findings & Recommendations: Develop a decision-making framework for City Council evaluation of alternatives.
Period of Performance
The project is anticipated to be completed within approximately 6 to 9 months from Notice to Proceed, with work expected to begin by the end of July 2026.
