Background
The Utah Department of Health & Human Services (DHHS) is seeking information from qualified healthcare facilities, hospitals, and specialty clinics within the State of Utah regarding their capability to provide Tuberculosis (TB) outpatient and isolation services. The primary purpose of this RFI is to identify alternative service providers and explore cost-efficient models for managing infectious, uninsured, or court-mandated TB patients. DHHS aims to ensure that patients with suspected or active TB have immediate access to multi-disciplinary clinical care and a place to isolate to protect public health.
Work Details
Vendors are requested to provide information on the following: 1. Facility capacity: Availability of permanent, dedicated negative-pressure private rooms for both suspected and confirmed TB patients. 2. Cost structures: Proposed fee-for-service rates for isolation stays, rule-out stays, and outpatient physician services, indicating competitiveness with current Medicaid-based structures or fixed-price annual 'bed-holding' fees. 3. Alternative models: Suggestions for hybrid care models that may reduce the total cost of care. 4. Reimbursement expertise: Ability to pursue third-party reimbursement prior to billing the State. Technical requirements include maintaining a secure TB unit with visitor protocols, area surveillance, and security enforcement; maintaining at least two negative-pressure rooms; ensuring regulatory compliance with Utah Administrative Code; coordinating multi-disciplinary care; facilitating directly observed therapy (DOT); managing emergency admissions; providing real-time notifications upon patient admission or discharge; and offering transparent billing with detailed invoices.
