Background
The City of Cleveland is launching the REC-N-TEC pilot initiative to enhance economic mobility and bridge the local digital divide through digital skills workforce development. This initiative aims to leverage recent technology upgrades at the Neighborhood Resource and Recreation Center (NRRC) computer labs by providing digital skills training and workforce development programs. The focus is on equipping vulnerable populations, including unsheltered residents, seniors, single parents, and justice-affected individuals, with essential tools and training for long-term economic success.
Work Details
The RFP seeks proposals from qualified providers to deliver Out of School Time (OST) opportunities for adolescents aged 14-17 and related programs for adults. Services include: 1. Digital Skills & Workforce Development: - Foundational digital skills, professional development, workplace etiquette.
Advanced Digital Training
AR/VR technologies, mixed reality applications, industry-recognized IT certifications. - STEAM/STEM and Entrepreneurship programming. 2. Job and Career Readiness: - Comprehensive training including needs assessment, employability plan development, job readiness training, job search assistance. - Career placement services including career fairs and resume workshops. Programs must be evidence-based or research-based and should demonstrate capacity to serve in at least three NRRCs out of 22 locations in Cleveland.
Period of Performance
The program will run across multiple seasonal sessions: Winter (January 2027 – March 2027), Spring (March 2027 – May 2027), Summer (June 2027 – August 2027), Fall (September 2027 – December 2027).
Place of Performance
Services will be delivered at a minimum of three Neighborhood Resource & Recreation Centers located within the City of Cleveland.
Bidder Requirements
Proposers must be licensed to do business in Ohio and have relevant professional certifications. They must demonstrate experience in delivering similar services, provide client references, and ensure that all project team members remain consistent throughout the contract term. Insurance requirements include professional liability insurance with limits of at least $1 million per occurrence and workers’ compensation as mandated by Ohio law.
