Background The Department of Veterans Affairs (VA) is issuing this solicitation for Chemical Treatments, Cooling Tower/Boiler Water Treatment Service for the Southern Arizona VA Healthcare System (SAVAHCS). The goal of this contract is to ensure the proper maintenance and treatment of cooling towers and boilers to prevent fouling, inhibit corrosion, sanitize, and control biological growths, thereby ensuring the safety and efficiency of the facility's water systems. Work Details The Contractor shall provide all labor, personnel, supervision, tools, materials, equipment, and incidentals necessary for chemical water treatment services. This includes: monthly treatment services to prevent fouling on metal surfaces; inhibiting corrosion; sanitizing, cleaning, disinfecting; controlling biological growths; conducting monthly water analysis; quarterly legionella testing; and an annual requirement for tower clean-out and boiler plant water testing. Specific tasks include: conducting water analysis on cooling towers and boilers; inspecting cooling towers for biological growth and proper operation; checking control equipment calibration; applying products to retard scale and corrosion; ensuring sufficient water flow through all lines; providing test reagents and equipment necessary for maintaining the treatment program; delivering samples to a certified lab for legionella testing; and presenting an annual review of the treatment program. The contractor must follow specific guidelines from VHA Directive 1061, OSHA Technical Manual Section III: Chapter 7, VA Engineering Standard ES-2019-001, and ASHRAE Guideline 12-2000. Period of Performance The contract period will begin on September 1, 2026, and will extend through August 31, 2031. There are options for additional years that may be exercised at the discretion of the government. Place of Performance All services will be performed at the Southern Arizona VA Healthcare System located at 3601 South 6th Avenue, Tucson, AZ 85723.
