Background The Department of Veterans Affairs (VA) National Cemetery Administration (NCA) is responsible for the operation and maintenance of national cemeteries across the United States. The primary mission of the NCA is to honor Veterans and their eligible family members with final resting places in national shrines and with lasting tributes that commemorate their services and sacrifice to our Nation. To support this mission, unarmed security services are required to ensure the safety and security of cemetery property, staff, visitors, and assets during designated periods. Security services play a crucial role in maintaining the dignity, respect, and solemnity appropriate to a national cemetery environment. This contract provides for unarmed security guard services at the National Memorial Cemetery of Arizona, located in Phoenix, Arizona, to maintain a safe and secure environment in alignment with federal, state, and local regulations and the NCA’s commitment to operational excellence. Work Details The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Unarmed Security Guard Services as defined in this Performance Work Statement. The objectives include: 1) Provide a secure environment that upholds the dignity of the national cemetery; 2) Prevent unauthorized access, vandalism, theft or disturbances; 3) Support interment services and ceremonial events; 4) Respond efficiently to security incidents; 5) Ensure continuous monitoring of critical infrastructure; 6) Promote public confidence by providing professional assistance to visitors; 7) Comply with all applicable laws and regulations; 8) Deliver services consistent with the mission of the National Cemetery administration: 'No Veteran Ever Dies'. The scope includes routine patrols, monitoring facilities, incident response, emergency support, visitor assistance, and maintaining security logs. Period of Performance Services shall be provided 24 continuous hours a day during scheduled and unscheduled federal holidays and weekends. Place of Performance National Memorial Cemetery of Arizona located in Phoenix Arizona.
