Executive Procurement Leadership Consultant

Background

The State of Maryland, through the Department of General Services (DGS), is seeking a Contractor to provide executive advisory support and professional development services aimed at enhancing leadership engagement and modernizing procurement operations within the Maryland State government. This initiative aligns with the Administration's priorities, including Governor Moore's vision for a more efficient and accountable government. The contract is part of ongoing efforts to strengthen supplier engagement, improve operational efficiency, and enhance economic participation through procurement.

Work Details

The Contractor will provide a combination of leadership development support, executive advisory engagement, and facilitated dialogue to assist procurement leaders in advancing enterprise procurement modernization. Specific tasks include: 1) Facilitating structured discussions on procurement modernization efforts; 2) Conducting leadership development activities to strengthen executive capacity; 3) Providing executive advisory support to enhance strategic decision-making; 4) Engaging with senior leadership to ensure continuity in modernization efforts. Deliverables will consist of facilitated leadership sessions, advisory discussions, roundtables, and structured dialogues focused on procurement modernization.

Period of Performance

The contract duration is set for a base period of 7 months with possible time-only extensions.

Place of Performance

Various locations throughout Maryland.

Bidder Requirements

Bidders must demonstrate significant executive-level experience in providing leadership advisory support within large and complex procurement environments. Required qualifications include a minimum of 10 years in procurement or related operations, experience in senior executive roles such as Chief Procurement Officer or equivalent, and a proven track record in supporting procurement modernization initiatives. The solicitation encourages responses from Minority Business Enterprises (MBEs).
