Timber Management Consulting Services

Background

Greenville County is seeking proposals from qualified Timber Management Consultants to provide professional forestry services for County-owned properties associated with solid waste facilities. The goal of this contract is to implement an existing timber management plan, facilitate timber sales, reforest areas, and ensure ongoing stewardship of approximately 1,765 acres of County property. This initiative aligns with the County's mission to manage its natural resources effectively while supporting landfill operations.

Work Details

The Contractor shall provide professional Timber Management Consulting Services including: 1. Implementation of the existing Forest Management Plan, which involves: - Stand evaluation and inventory updates. - Identification of harvest units consistent with landfill cell development and operational needs. - Recommendations for reforestation species and site preparation. 2. Facilitation of timber sales as per the approved Forest Management Plan, including: - Delineation and marking of areas to be harvested. - Preparation of sale prospectus and solicitation of bids from qualified timber buyers. - Bid evaluation and recommendation to the County. - Contract administration and verification of quantities. - On-site supervision to ensure protection of stormwater controls and required vegetative buffers. 3. Oversight of post-harvest activities such as site preparation, planting, invasive species control, and survival inspections. The Contractor shall also utilize GIS mapping provided by the County for planning timber sales.

Period of Performance

The contract will commence upon issuance of the Notice to Proceed on June 30, 2026, and will continue for a period of five years.

Place of Performance

The services will be performed on various County-owned properties in Greenville County, South Carolina.

Bidder Requirements

Bidders must comply with all applicable South Carolina laws and regulations regarding business operations. They must also certify compliance with the Illegal Immigration Reform Act and provide documentation as required. Additionally, bidders should have experience managing large publicly owned tracts and familiarity with operations at public facilities.
