Schneider Electric HVAC & Energy Management System Services for Texas Center for Infectious Disease

Background

The Texas Health and Human Services Commission (HHSC) is an agency within the Texas Health and Human Services (HHS) system. The Procurement and Contracting Services (PCS) division of HHSC administers Invitations for Bids (IFBs) for HHS. HHSC PCS is seeking competitive bids to establish contract(s) for a blanket contract for a company with full access to the Schneider Electric TAC Vista Energy Management System, which is integrated with the Phoenix Controls negative air system. The goal of this contract is to provide necessary services for maintaining energy management systems at the Texas Center for Infectious Disease.

Work Details

Services shall include system services and repairs, labor, materials, transportation, tools, and equipment on an 'as needed, on call' basis. The contractor will maintain all controls and associated equipment to the original manufacturer’s performance specifications. Specific services include: 1) Remote Energy Management Support - 30 hours per year of 24/7 support; 2) On-Site Support - 8 visits per year averaging at least 6 hours each for troubleshooting systems, energy consulting, customer training, building efficiency review and analysis; 3) Monthly Remote Building Automation System Monitoring - 12 hours per year with written reports; 4) Meter Tracking and Savings Analysis - 6 hours per year; 5) Semi-Annual System Database Backups - two backups per year; 6) Non-Warranty Service, Parts, and Materials on an 'on call' basis including all labor and materials required for repairs.

Period of Performance

The anticipated contract start date is September 1, 2026. The contract will be performed over a period that includes ongoing support as specified in the work details.

Place of Performance

Services will be performed at the Texas Center for Infectious Disease located at 2303 SE Military Dr, San Antonio, Texas 78223.

Bidder Requirements

Bidders must have a minimum of five years of relevant experience in providing similar services. Personnel assigned must have at least two years of relevant experience. Bidders must provide a minimum of three verifiable references for contracts of similar size and scope within the last five years. All personnel must undergo background checks prior to commencing work.
