Background

The San Bernardino County Flood Control District is seeking proposals for environmental consulting services related to the Del Rosa Channel Flood Control Improvement Project. The goal is to prepare environmental documents and technical reports that comply with the California Environmental Quality Act (CEQA) and facilitate the necessary permit applications for state and federal regulatory compliance. This will enable the District to proceed with the project, which involves replacing an existing channel with a new rectangular channel designed to improve flood control in the area.

Work Details

The selected consultant will perform various tasks including:

1) General CEQA Services

Prepare a Mitigated Negative Declaration (MND), technical reports, public notifications, and respond to public comments. Deliverables include technical reports, draft and final MNDs, and GIS data/maps.

2) Regulatory Permitting Services

Prepare permit applications for agencies like the U.S. Army Corps of Engineers and California Department of Fish and Wildlife, along with technical memos as needed. Deliverables include draft and final permit applications and GIS data/maps.

3) Mitigation Strategy

Develop a strategy to mitigate project impacts as required by regulatory agencies.

4) Optional Task

Draft a Habitat Mitigation Monitoring Plan based on the agreed mitigation strategy.

Period of Performance

The contract period will last for a maximum of three years, starting from June 23, 2026, until June 30, 2029.

Place of Performance

The services will be performed at the Del Rosa Channel, which runs from Pacific Street along Del Rosa Avenue to the Daley Basin in San Bernardino County.

Bidder Requirements

Proposers must be registered with the Department of Industrial Relations as required by California law. They must also certify that neither they nor their principals or subcontractors are debarred or suspended from participation in federal transactions. Additionally, proposers should have experience with CEQA compliance deliverables.
