Background

West Basin Municipal Water District (West Basin) is a public agency that provides imported drinking water and recycled water to 17 cities and nearly one million people in the coastal Los Angeles area. West Basin's mission is to ensure a safe and reliable supply of high-quality water, focusing on water reliability, quality, financial management, customer service, and environmental stewardship. This solicitation invites qualified Suppliers to submit Statements of Qualifications (SOQs) for the pre-qualification of Submerged Microfiltration (MF) Membranes for the Edward C. Little Water Recycling Facility, as the existing MF membranes have reached the end of their life and require replacement.

Work Details

Suppliers must provide qualifications to supply submerged microfiltration or ultrafiltration modules that can directly replace the existing Scinor PVDF SMT600-S26 modules without significant modifications. The SOQ must include proof of experience supplying similar products to municipalities within the last three years, NSF certifications (including NSF-60 and NSF-419), total installed capacity in the U.S., QA/QC procedures, country of origin, local support office contact information, and module specifications confirming compatibility with existing systems. The solicitation is strictly for SOQs; selected suppliers will later receive an RFP for demonstration testing.

Period of Performance

The prequalification questionnaire must be submitted by May 26, 2026, at 2:00 PM. Following this date, a notice of recommended award will be made during the week of June 8, 2026.

Place of Performance

The contract work will be performed at the Edward C. Little Water Recycling Facility located in Carson, California.

Bidder Requirements

Suppliers must complete a prequalification questionnaire in its entirety and provide all requested documentation to be considered qualified. Bids from suppliers that do not comply with these requirements will not be accepted.
