Background

The Ventura County Waterworks Districts and Service Areas are seeking qualified firms to conduct a comprehensive water rate study for Districts 1 (Moorpark), 17 (Bell Canyon), 19 (Somis), and 38 (Lake Sherwood). The goal of this study is to validate existing rate structure models and recommend rates that ensure adequate revenue for current and future operational costs, capital repairs, major improvement projects, and compliance with regulations. The districts operate under the Ventura County Public Works, Water and Sanitation Department, providing water services to various communities.

Work Details

The selected firm will perform the following tasks: - Conduct a comprehensive review of enterprise funds. - Validate existing rate structure models and recommend necessary adjustments for the next five years. - Prepare a Water Rate Study with a recommended rate schedule for FY2026-FY2031 based on cost of service principles. - Develop a financial model showing rate impacts due to new capital and operational requirements. - Provide alternative rate proposals based on a review of each district’s budgets, master plans, and growth projections. - Assess current administrative fees and propose models for the next five years. - Attend meetings with the Citizen Advisory Committee and present findings to staff and the Board of Supervisors.

The preliminary report is due by September 7, 2026, with the final report expected by November 30, 2026.
