Oregon Cultural Trust Strategic Communications & Marketing Contractor

Background

The State of Oregon, through the Oregon Business Development Department, is issuing this Intermediate Request for Proposal (RFP) for a Contractor to support the Oregon Cultural Trust in its communication efforts surrounding its 25th anniversary. The Trust aims to enhance fundraising efforts and promote arts, culture, heritage, and humanities across the state. Established in 2001, the Trust has become a vital source of funding for nearly 1,700 cultural organizations in Oregon. The agency's proposed budget for this RFP is $248,000.

Work Details

The selected Contractor will provide communication and outreach support to the Trust, including: - Developing a multi-month digital storytelling and marketing campaign for the 25th anniversary, which includes creative concepts, media collaborations, promotional materials (billboards, event banners), and a dynamic web presence. - Collaborating on the Trust's year-end fundraising campaign for 2026 that leverages the anniversary messaging. - Ongoing communications support beyond 2026 that includes participation in meetings, crafting press releases and social media content, providing graphic design services, and assisting outreach efforts to cultural nonprofits.

Period of Performance

The initial term of the contract is anticipated to be one year, with potential amendments for additional time or related services based on need and budget approval.

The contract will be performed within the State of Oregon.

Bidder Requirements

Proposers must be registered vendors in OregonBuys and have experience from at least three relevant projects within the last five years. Proposals must include specific attachments such as a Proposer Information Sheet, Disclosure Exemption Affidavit, Reference Check Form, COBID Certification/Outreach Plan, Responsibility Inquiry Form, Executive Summary, Project Implementation Plan, Key Persons' resumes, and work samples.
