CDBG - Lead Based Paint Inspection and Risk Assessment - Walton

Background

The City of Lubbock, through its Community Development department, is seeking bids for a Lead Based Paint Inspection and Risk Assessment for a single-family residential home located at 3305 E 17th St, Lubbock, TX. This initiative is part of the city's efforts to ensure safe living conditions and compliance with health regulations regarding lead-based paint.

Work Details

The contractor will conduct a comprehensive Lead Based Paint Inspection and Risk Assessment according to protocols issued by the Texas Department of Health and other relevant federal/state agencies. The work includes: 1. Drawing and layout of the house with all measurements and labeling of each room. 2. Dust wipe sampling from each room's floor and window sills using an NLLAP accredited laboratory. 3. Soil sampling from each side of the house if bare soil exists, following proper collection protocols. 4. A summary notice of the inspection results must be provided along with all lab results and performance characteristic sheets for XRF devices used. 5. Deliver a paper copy of the inspection report to the homeowner, who must sign a 'Notice of Evaluation' form included in the report. 6. Email a PDF copy of the entire report to the assigned inspector at the Community Development Department after completion.

Period of Performance

The contractor must commence work on a date specified in a written 'Notice to Proceed' and complete the project within 4 weeks from that date.

The contract will be performed at 3305 E 17th St, Lubbock, TX 79403.

Bidder Requirements

Bidders must comply with various certifications including Conflict of Interest Questionnaire, Non-Collusion Affidavit, Suspension and Debarment Certification, and provide proof of insurance as required by the City. Additionally, contractors must be state certified firms or inspectors for lead-based paint assessments.
