Background

Salem-Keizer Public Schools, the second largest public school system in Oregon, serves approximately 38,000 students across 65 facilities. The district has a significant population of English language learners (ELL), with about 24% of elementary students identified as such. The purpose of this Request for Proposals (RFP) is to engage a contractor to provide consultation and professional development services that support the implementation and sustainability of Dual Language program instructional approaches designed to promote the success of Multilingual learners. Services will align with the three pillars of Dual Language education: Biliteracy and Bilingualism, Academic Achievement, and Sociocultural Competence.

Work Details

The contractor will provide consultation and professional development services focused on effective biliteracy instructional practices in reading, writing, listening, and speaking. Services will include: - Professional learning sessions - Collaborative planning - Site visits - Job-embedded coaching for teachers and administrators - Consultation with district staff - Ongoing follow-up support - Development of a train-the-trainer model. The work aims to implement a cohesive PreK–12 Biliteracy framework that incorporates translanguaging pedagogy and culturally sustaining instructional practices. Expected outcomes include improved reading achievement in both languages, increased graduation rates for ELLs, enhanced performance on assessments for emergent bilingual students, and strengthened instructional capacity of teachers.

Period of Performance

The initial term of the Service Contract will be from execution through June 30, 2028, with two one-year options for renewal upon mutual agreement between Salem-Keizer Public Schools and the successful proposer(s).

Option Year 1

July 1, 2028 to June 30, 2029; Option Year 2: July 1, 2029 to June 30, 2030.

Place of Performance

Services will be performed within the Salem-Keizer School District located in Salem, Oregon.

Bidder Requirements

Proposers must comply with federal laws including Equal Employment Opportunity provisions if the contract exceeds $10,000. The district promotes the utilization of minority-owned, women-owned and emerging small businesses (MWESB) as contractors and subcontractors. Proposers are required to submit a Trade Secret Form if applicable.
