Background

The City of Pasadena Public Works Department, Building Systems & Fleet Management Division (BSFMD) is seeking a qualified vendor to provide hazardous waste management services for Fleet operations. This includes clarifier maintenance and the collection, transportation, recycling, and disposal of regulated waste streams on an as-needed basis. The City maintains and services its municipal fleet at the City Yards, generating regulated waste streams such as used oil, sludge, antifreeze, batteries, and other materials that require proper handling and disposal. Routine maintenance of the clarifier system is necessary to support daily operations and maintain compliance with environmental requirements.

Work Details

The contractor will provide hazardous waste collection, transportation, recycling, disposal, and clarifier maintenance services on an as-needed basis. Services include: - Clarifier Maintenance (Quarterly Service): Quarterly cleaning and pumping of one three-chamber clarifier system (approx. 1,900 gallons capacity), removal and proper disposal of accumulated waste/sludge/liquids, pressure washing of wash pad and surrounding walls. - Hazardous Waste Collection and Disposal (As-Needed): Bulk used oil (3,500 gallons), used oil/water separator sludge, lead-acid automotive batteries, bulk used antifreeze (700 gallons), contaminated liquids (300 gallons), 55-gallon drums containing used oil filters/absorbent materials/aerosols/empty containers that held hazardous materials/contaminated fuels/spent degreasers/cleaning fluids/contaminated shop rags.

Period of Performance

The contract is scheduled to start on July 1, 2026, and end on June 30, 2027.

Place of Performance

Services will be performed at the City Yards located at 323 West Mountain Street, Pasadena, CA 91103.

Bidder Requirements

Contractors must have experience providing hazardous waste collection and disposal services for municipal or commercial fleet operations. They must maintain all required certifications/permits/regulatory approvals necessary to perform the work. Additionally, contractors must provide trained personnel qualified to handle hazardous waste materials and be capable of responding to routine/emergency service requests.
