Sanibel/Punta Rassa Articulated Block Mat Installation

Background

The Sanibel/Punta Rassa Articulated Block Mat Install project is funded in part by the U.S. Department of Housing and Urban Development (HUD) through the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. The Lee County Board of County Commissioners is seeking qualified contractors to undertake this project, which aims to stabilize the shoreline at the Punta Rassa/Sanibel boat ramp area.

Work Details

The contractor will be responsible for installing articulated concrete block mats (ABM) for shoreline stabilization. The scope of work includes: 1. Site preparation, including clearing and grubbing. 2. Placement of geotextile fabric and aggregate base. 3. Installation and anchoring of open-cell articulated block mats. 4. Construction of associated concrete elements such as ribbon curb and cutoff walls. 5. Restoration of disturbed areas. 6. Implementation of erosion and sediment control measures. Specific items to be provided include: - Mobilization - Maintenance of traffic - Sediment barrier (3097 LF) - Inlet protection - Tree protection barrier (885 LF) - Regular excavation (1210 CY) - Gravel fill (805 CY) - Concrete Class III (94 CY) - Reinforcing steel (5877 LB) - Articulating concrete block revetment system, thickness 6" (3604 SY) - Performance turf, sod (1000 SY)

Period of Performance

The contract is expected to commence after the bid opening on June 10, 2026, with specific timelines to be determined based on the awarded contractor's schedule.

Place of Performance

The work will be performed at the Punta Rassa/Sanibel boat ramp area in Lee County, Florida.

Bidder Requirements

Bidders must comply with federal grant requirements outlined in 2 CFR part 200 and 24 CFR part 570. They are required to submit a sealed bid that includes all necessary documentation such as a Sunbiz registration, certifications regarding debarment and lobbying activities, an affidavit of compliance with immigration laws, and proof of registration with SAM.gov. Additionally, bidders must acknowledge acceptance of insurance requirements and special conditions.
