Background
The County of Carroll, Virginia, is seeking proposals from qualified professional firms to develop a comprehensive Resilience Plan. The County has long experienced flooding from riverine overflow, flash storms, and heavy rainfall, which strain infrastructure and local services. As a qualifying low-income geographic area, the County requires a structured planning document to guide long-term mitigation, safeguard property, and support community stability. The Plan must align with the Virginia Coastal Resiliency Master Planning framework and meet all requirements of Appendix F of the 2025 Funding Manual for the Virginia Community Flood Preparedness Fund Round 6.
Work Details
The selected consultant shall work closely with County staff to develop a framework for future efforts related to repetitive flooding and resilience. The scope includes the following tasks:
Task A
Project Management, Meetings, and Coordination - Lead a project kick-off and assist in the formation of a steering committee. - Facilitate virtual monthly steering committee meetings for the anticipated nine (9) month project duration. - Provide written monthly status reports and meeting minutes within five (5) business days of each session. - Coordinate with key community groups and trusted leaders to foster involvement.
Task B
GIS Desktop Analysis - Develop County-wide mapping using available GIS data and aerial imagery to identify high-priority areas. - Analyze socially/economically vulnerable areas, high-risk FEMA flood data, critical infrastructure, historical resources, and environmental data (soils, hydrology, slope). - Identify current and planned gray and green infrastructure, utility easements, and property ownership.
Task C
Literature Review and Site Study - Evaluate existing County plans related to stormwater and floodplains. - Review climate change science and social equity literature focusing on resilient solutions. - Conduct an inventory of environmental assets including green infrastructure.
Task D
Community Education and Engagement - Collect feedback on flooding concerns through surveys and focus groups. - Present the draft Plan for public feedback via meetings.
Task E
Flood Model Improvements - Update County floodplain models in critical areas using current topographic data. - Assess existing FEMA Zone A models for accuracy using certified surveyed channel bathymetry.
Task F
Resilience Plan Development - Determine natural hazards affecting the populace. - Conduct an analysis of current resiliency efforts to recommend new plans or policies. - Develop a resiliency scorecard/ranking matrix for future projects. - Prepare a final Plan including summary maps for formal adoption.
Period of Performance
The anticipated duration for this project is nine (9) months from the kick-off meeting.
