Comprehensive Freight Forwarding, Management & Customs Brokerage Services

Background

Texas A&M University is soliciting proposals from qualified firms to establish a pool of vendors for Comprehensive Freight Forwarding, Management & Customs Brokerage Services. The goal of this contract is to create a cooperative agreement that can be utilized by Texas A&M University and other eligible public agencies nationwide, ensuring efficient management of freight forwarding and customs brokerage needs.

Work Details

The services to be provided under this contract include: 1. Freight Forwarding Management Fee; 2. Origin Pickup / Handling Charges; 3. Air / Ocean Freight Charges; 4. Origin Terminal / Export Charges; 5. Destination Terminal / Import Charges; 6. Customs Brokerage Fee (base entry); 7. Line Item Fee (per HTS classification); 8. ISF Filing Fee; 9. PGA Coordination Fee; 10. Hazardous Materials / DG Surcharge; 11. Drayage / Inland Transportation; 12. Delivery Charges (liftgate, inside, etc.). Additionally, the RFP outlines various scenarios for pricing including standard air imports, ocean LCL imports, hazardous materials imports, customs brokerage only services, and domestic transportation services.

Period of Performance

The contract will commence upon formal execution of agreements projected for August 1, 2026, and will continue as needed based on the usage by Texas A&M University and other eligible entities.

Place of Performance

Services will primarily be performed in locations as required by Texas A&M University and its system members across the United States.

Bidder Requirements

Respondents must certify their understanding of the RFP scope and requirements. All costs associated with preparing their proposals are the sole responsibility of the respondents. There are no specific set-aside certifications mentioned in the solicitation.
