Background

Humble Independent School District (Humble ISD) is a Texas public school district serving approximately 48,000 students across forty-nine campuses from Kindergarten through 12th grade. The district is issuing Request for Proposal (RFP) 2027-03 for Plumbing Services and Accessories to establish a qualified pool of vendors capable of meeting current and future plumbing service needs essential to the efficient daily operations of the school district.

Work Details

The contractor shall provide all labor, supervision, tools, equipment, materials, and incidentals necessary to perform plumbing maintenance, repair, installation, and emergency services. Specific services include: - Maintenance, Repair, and Troubleshooting: Inspection, diagnosis, and repair of plumbing systems (water, drainage, gas, boilers, heaters); repair/replacement of fixtures, piping, valves; leak detection; drain/sewer cleaning; sewer camera inspections; backflow testing; water pressure corrections; gas testing; concrete cutting/restoration.

Installation Services

Installation of plumbing fixtures and systems including water heaters and boilers; kitchen/cafeteria plumbing installations; rough-in plumbing for new construction and renovations.

Preventive Maintenance

Scheduled inspections and system assessments; valve testing; water heater flushing.

Emergency Services

24/7 emergency response within 2 hours; immediate containment and repair actions. Labor must include licensed Master Plumbers and Journeyman plumbers with at least one technician having over 7 years of experience. Vendors must provide an MSRP list with exact pricing for parts.

Period of Performance

The contract will be effective from the award date through July 13, 2027, with an option for two one-year renewals unless otherwise agreed in writing by both parties.

Place of Performance

Services will be performed at various campuses within the Humble Independent School District in Texas.

Bidder Requirements

Vendors must have a valid Texas plumbing license and required insurance coverage. They must also comply with criminal background checks as mandated by SB 9 if their employees will have contact with students. Additionally, vendors are required to submit a Certificate of Insurance meeting specified minimum coverage limits.
