Background The Department of Veterans Affairs (VA), specifically the National Cemetery Administration (NCA), is seeking to identify qualified Service-Disabled Veteran Owned Small Business concerns for a project involving the historic preservation architecture and design services for the Historic Caretaker’s Lodge at Natchez National Cemetery. The goal of this contract is to prepare a Historic Structures Report (HSR) and rehabilitation plans for the lodge, ensuring compliance with preservation standards. Work Details The contractor will be responsible for the following tasks: - Conducting a comprehensive condition assessment and documentation of the lodge’s history and architectural features; - Preparing a Historic Structures Report in the format required by NCA; - Developing plans and specifications for rehabilitation that are consistent with Secretary of the Interior Standards (SOI) and NCA Master Specifications; - Providing a cost estimate suitable for an Independent Government Estimate (IGE); - Submitting a complete project schedule for all deliverables within a 270-day period. Required qualifications include a minimum of 15 years of specialized experience in historic architecture, demonstrated experience in preparing Historic Structures Reports, completion of at least five similar historic preservation projects, key personnel meeting Secretary of the Interior professional qualifications, and familiarity with Section 106, National Register requirements, and preservation regulations.
