Posted: May 8, 2026, 9:46 a.m. EDT The purpose of this Amendment is to: Add clause 52.222-90, Addressing DEI Discrimination by Federal Contractors (APR 2026). Please confirm receipt of this amendment in your proposal submission. Add CLIN 0013 and 0014 for Electrical Vault Inspections and Protective Relay Calibration Study. Extend vendor response due date from 05/08 @12PM to 05/19 @4PM. This extension is to give vendors time to review the below end-user responses to questions. Provide responses to the questions that were asked. All vendors are required to provide confirmation of this Amendment 0002 with their proposal. Below are the questions that were asked followed by the end-user responses. If further clarification on any of the responses is needed, please contact me at Thaddeus.gray@va.gov. 52.222-90 ADDRESSING DEI DISCRIMINATION BY FEDERAL CONTRACTORS (APR 2026) (a) Definitions. As used in this clause Program participation means membership or participation in, or access or admission to: training, mentoring, or leadership development programs; educational opportunities; clubs; associations; or similar opportunities that are sponsored or established by the contractor or subcontractor. Racially discriminatory diversity, equity, and inclusion (DEI) activities means disparate treatment based on race or ethnicity in the recruitment, employment (e.g., hiring, promotions), contracting (e.g., vendor agreements), program participation, or allocation or deployment of an entity's resources. (b) In connection with the performance of work under this contract, the Contractor agrees as follows: (1) The Contractor will not engage in any racially discriminatory DEI activities; (2) The Contractor will furnish all information and reports, including providing access to books, records, and accounts, as required by the Contracting Officer, for purposes of ascertaining compliance with this clause; (3) In the event of the Contractor's or a subcontractor's noncompliance with this clause, this contract may be canceled, terminated, or suspended in whole or in part, and the Contractor or subcontractor may be declared ineligible for further Government contracts; (4) The Contractor will report any subcontractor's known or reasonably knowable conduct that may violate this clause to the Contracting Officer and take any appropriate remedial actions directed by the Contracting Officer; and (5) The Contractor will inform the Contracting Officer if a subcontractor sues the Contractor and the suit puts at issue, in any way, the validity of this clause. (6) The Contractor recognizes that compliance with the requirements of this clause are material to the Government's payment decisions for purposes of 31 U.S.C. 3729(b)(4). Q2: Can you clarify whether utility coordination (including any required utility personnel or outage scheduling) is to be included in our scope, or if it will be handled by the facility/owner. A2: Yes, the utility coordination is to be included in contractors scope. Q3: Can you confirm whether infrared (IR) thermographic scanning is required as part of this solicitation. A3: All the electrical vaults and the utility connections are required to be IR scanned. Q4: Can you clarify whether the required LOAD TEST of the transfer switch (ATS/MTS) is intended to be: A real load transfer test using facility load, or a load bank test requiring supplemental equipment. A4: A real load transfer test using facility load. Q5: Can you confirm whether primary current injection testing is required, or secondary injection testing is acceptable for this project scope. A5: Primary current injection testing is required. Q6: Can you provide the name, year, awarded value, and awarded contractor for the most recent bid performed at this site? Please confirm whether the scope of work for that contract is identical to the scope for the current 2026 bid. A5: The end-user is unsure of the previous contract information. Q7: Can you provide the most current Single-Line Diagram (SLD) for this site? A6: See attached Q8: Could you provide the latest electrical test report? A8: No, report is not available. Q9: In Statement of Work 2.0.3 - Switchgear and Switchboard Assemblies; doesn t specify if any electrical testing is required for this item, or only cleaning and inspection of the cubicles? A9: Cleaning and inspection is expected for 2.0.3. Q10: In Statement of Work 2.0.7 - Low Voltage Circuit Breakers; it is unclear what type of test is required for the circuit breakers (primary or secondary injection). The section requests in the first topic "verify trip settings by secondary injection," and in the third to last topic it states that "The circuit breakers equipped with series or solid-state overcurrent trip devices shall be high current tested." Please clarify. A10: Primary current injection testing is required. Q11: Can all circuit breakers be tested by secondary injection? A11: No, all 480v breaker tested by primary injection. Q12: In item 2.0.8 - Protective Relay Calibration (Solid State/Digital as applicable); please provide the relay models. A12: See attached. Q13: In line item 0010 - Metering and Instrumentation, this item covers (3) types of devices: Meters, CTs and PTs. A total of (107) devices are listed, but the quantity of each type is not specified. Please specify the quantity of Meters, CTs and PTs. Electricians are journeymen whereas most in our field are Test Technicians or Engineers. Are you requiring a Journeyman or Technician/Engineer? A16: We want personnel that are certified and trained doing each aspect of the contract Q17: In the Statement of Work, it states that Contractor must be located within a 100-mile radius of Aurora Rocky Mountain Regional VA Medical Center. Is this a pass or fail requirement? A17: Radius requirement removed. SOW will be updated. Q18: In the Statement of Work, it states that Contractors shall be a member of NETA, have technical training, and demonstrate track records of working experience in maintenance, inspection, testing, and/or calibration of Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of ten (10) continuous years. The requirement is most commonly 5 years. Is this truly 10 years and if so, it will greatly reduce the qualified companies to participate? A18: 5 years is fine if every NETA requirement is met CO to verify. SOW will be updated. Q19: Vendor request any available electrical drawings, wiring diagrams, single-line diagrams, and/or as-built documentation associated with the project scope. A19: See attached. Q20: Can the VA confirm the anticipated period of performance (POP)? A20: The Current PoP is 07/01/2026 06/30/2027 Q21: Will the contractor be escorted by VA personnel at all times? A21: Yes, any time they are not in a public area of the campus unless they have a badge. Q22: Can the VA provide one-line diagrams for all the equipment within the scope? A22: See attached. Q23: Can the VA provide a list of the relay types and quantities that are required to be tested? A25: Normal working hours for us are 0600 to 1530 If the government is working after hours on a Monday, the contractor can do a 12-hour shift. If the government is working after hours all week then the contractor can do a 10-hours shifts. Q26: Scope item 2.01, says contractor is to provide 16 hours of labor for ABB Service Tech support. Please confirm that the VA will be responsible for coordinating and paying for the ABB labor? A26: No contractor is responsible for coordinating and paying for this Q27: Can the VA provide the previous test reports for reference? A27: No Q28: What is their time-frame for completing all testing? A28: 1 year. Q29: What is their schedule for each buildings equipment? A29: Upon notice to proceed the vendor will submit a proposed schedule to be approved by VA personnel Q30: Are they wanting everything done during weekdays and nights or will there be weekend/holiday work? A30: Weekdays/nights, no Holidays, only exception is for the testing on the ATO/Utility switchgear will need to be done on a weekend Q31: Do they have all of the required lifting equipment for all breakers, etc? A31: Yes. Q32: Will the VA be supplying temporary power to buildings if house power is not available for testing? A32: If normal power is not available, the VA will be supplying power to the emergency substation and the emergency source of the ATS. ATS s are powering life safety, critical and equipment circuits. Q33: One sheet says there are 231 and another says 262 LVCB s that need to be tested. Can we assume the combined synopsis/solicitation notice is more accurate? A33: 262 LVCB. Q34: They want secondary injection performed. What are the trip units that we will be testing? A34: Primary current injection testing is required Q35: Specs say, The circuit breakers equipped with series or solid-state overcurrent trip devices shall be high current tested to verify calibration of the trip devices how many of these are there and what is their amperage rating, so we know how big of a test set to get? A35: 16 Eaton MDN-608, they range from 3200A to 200A 246 GE WPS s range from 4000A to 100A Q36: Specs say, The circuit breakers equipped with GE solid-state overcurrent trip devices shall be tested with their respective factory test sets how many of these are there? A36: 262 LVCB Q37: Are all the dry type substation transformers rate 1500kVA? Could you provide nameplate ratings for the oil filled type transformers? A37: Dry up to 2500kVA 1 - 150KVA Oil 2 - 300KVA Oil Q38: Where should we include prices for the electrical vault inspections or protective relay calibration study? A38: A line item will be added for the electrical vault inspections or protective relay calibration study. Q39: How long can we take for the outage of a given piece of equipment? A39: It all depends on the type of equipment and the impact of the outage Q40: Will we be able to run two shifts daily? A40: NO Q41: How long before the beginning of a shift can we access the equipment rooms? A41: Building L as early as you want if you are badged. Otherwise, you can t until you are escorted by VA staff. Q42: Will we be able to secure any equipment on site? A42: Yes. Q43: What is the timeframe for this project? Is there a hard stop date? A43: The Period of Performance is 07/01/2026 06/30/2027. Q44: In the case of an emergency, what is the typical restoration time? A44: The restoration time is Dependent on the Impacted area the equipment it serves Q45: What is the contingency plan if a piece of equipment is unable to be brought back online? A45: We have some spare breakers we can replace the breaker with, ATS s have a built-in bypass switch. Q46: Are there any limitations or restrictions associated with operating the facility on emergency power during these conditions, including: Maximum allowable run duration Fuel availability or refueling constraints Environmental or emissions restrictions Operational limitations related to patient care or critical systems A46: No limitations or restrictions on any. Q47: Are there any specific systems or areas that cannot be supported on generator power during testing outages? A47: Yes the Fisher House (building R or #16). Q48: Will the VA be able to provide temporary testing power (minimum 100A, 480V) within approximately 100 feet of switchboards/switchgear where primary injection testing may be required? A48: The Government will supply temp power for testing in three locations thought out the campus. We do have flat bed carts and vehicles we can use to transport the breakers/switches to the testing equipment location. Q49: Are there designated tie-in points or preferred locations for connecting test equipment? A49: The Government is planning on having 3 locations where temp power will be available for testing equipment. Q50: If adequate facility power is not available, will the contractor be required to provide a portable generator to support primary injection testing? If so, are there any site restrictions related to: Generator placement Emissions or runtime limitations Fuel storage and handling within the facility A50: No the contractor will not be required to provide portable generators.
