Background The Department of Veterans Affairs is issuing this solicitation for the New Albany, Indiana Community Based Outpatient Clinic (CBOC) to obtain Initial Outfitting, Transitioning & Activation Services (IOT&A). The goal of this contract is to ensure that the clinic is properly outfitted and activated to provide quality healthcare services to veterans in the community. Work Details The contractor shall develop and implement a Quality Control Plan (QCP) that outlines processes for monitoring and controlling service delivery. Key tasks include: documenting objectives in the Services Delivery Summary, managing contract and subcontractor invoicing, addressing non-conformances, and ensuring contractor employee qualifications and certifications. Performance metrics will be established to evaluate contractor performance, including maintaining a qualified workforce with no more than one validated complaint per quarter, ensuring all deliverables pass government inspection on first submission 95% of the time, and compliance with the approved Quality Control Plan at a rate of 95%. Special requirements include security and safety protocols as outlined in the Department of Veterans Affairs 0710 Handbook regarding personnel security suitability programs. The contractor must prescreen personnel for appropriate background investigations and ensure they can communicate effectively in English.
