Background The 144th Fighter Wing at Fresno Air National Guard Base (ANGB) is issuing a contract for non-personal construction services aimed at replacing the HVAC system in Building 225. The goal of this contract is to ensure that the new HVAC system meets specific environmental constraints for training equipment, aligning with the agency's mission to maintain operational readiness and compliance with federal regulations regarding energy efficiency and environmental standards. Work Details The contractor will be responsible for the following tasks: 1. Demolition of four existing HVAC units, including removal of auxiliary air ducting, electrical lines, and drain lines. 2. Installation of a new 40-ton HVAC system along with necessary ducting, electrical connections, and drain lines. The new system must meet the following environmental constraints: - Operating Temperature: 59° to 78° F (15° to 26° C) - Operating Humidity: 35% to 80% RH (non-condensing) - Storage Temperature: 32° to 120° F (-29° to 38° C) - Storage Humidity: 20% to 80% RH (non-condensing). 3. Removal and replacement of existing dust covers with custom-made roof adapters for ductwork transition. All work must comply with Intelligence Community Directive (ICD) Number 705 and Unified Facilities Criteria (UFC) 3-410-01. Prospective contractors must gain solicitation submission access through https://piee.eb.mil/ The 144th Fighter Wing at Fresno Air National Guard Base (ANGB) intends to award a single firm-fixed-price contract for non-personal construction services, to include all plant, labor, transportation, materials, tools, equipment, permits, and supervision necessary to remove four existing Heating, Ventilation, and Air Conditioning (HVAC) units and their auxiliary air ducting and electrical and drain lines. After all existing HVAC units have been removed, the contractor shall install a new 40-ton HVAC system, necessary ducting, electrical, and drain lines to provide for the following training equipment environmental constraints - Operating Temperature: 59 to 78 F, (15 to 26 C), Operating Humidity: 35% to 80% RH (non-condensing), Storage Temperature: 32 to 120 F, (-29 to 38 C), Storage Humidity: 20% to 80% RH (non-condensing). Services shall also include the removal and replacement of existing dust covers with custom-made roof adapters to transition from current ductwork in room serviced by the new packaged units. In order to maintain the existing security integrity of the building and comply with Intelligence Community Directive (ICD) Number 705, no new penetrations in the building are permitted. The Contractor must use existing penetrations to the maximum extent practicable. All work must also conform to Unified Facilities Criteria (UFC) 3-410-01. A bid guarantee is required in accordance with provision 52.228-1 on the SF 1442.
