Background

The State of California, through the Department of Corrections and Rehabilitation (CDCR), is issuing this Invitation for Bid (IFB) for the procurement of a Stand By Synthetic Natural Gas System. The goal of this contract is to provide necessary materials and fabrication for the system to be delivered to the California State Prison, Solano, located in Vacaville, CA. The installation will be performed by the State.

Work Details

The contract includes the following items and services: 1. Stand By Synthetic Natural Gas System (1 LOT) including LPG storage tanks, LPG tank valves & gauges, water bath vaporizer, mixer/blender, pump skid, test flare, and all components necessary for a complete operating system as shown on supplied drawings. 2. Technical Assistance (200 HRS) for troubleshooting, on-site coordination, field verifications, and other technical assistance as needed. 3. Startup/Testing and Commissioning (40 HRS) by a qualified manufacturer's representative to ensure proper operation of the SNG system. 4. Training (24 HRS) for facility staff provided by a qualified manufacturer's representative. 5. Warranty (1 LOT) covering standard manufacturer’s warranty starting at completion of startup and acceptance. 6. Submittals (1 EA) as per specifications section 01 33 00. 7. Shop Drawings (1 EA) as per specifications section 01 33 32.

Period of Performance

The contract performance period is set from the date of award until completion of delivery and acceptance of all materials and services required under this IFB.

Place of Performance

California State Prison, Solano located at 2100 Peabody Road, Vacaville, CA 95696.

Bidder Requirements

Bidders must include product information/cut sheets with their bid and a complete list of materials including quantity, description, brand, and model for pre-award review by CDCR. Bidders must attend a mandatory pre-bid meeting on May 21, 2026, and a site visit after award (date TBD). Bidders must also provide their California retailer’s seller’s permit or certification of registration prior to award.
