Background

The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #32A0689 for the installation of an overhead lubrication system in Lassen County. The purpose of this contract is to enhance the operational efficiency of Caltrans by providing necessary lubrication services and equipment, which aligns with their mission to ensure safe and efficient transportation systems.

Work Details

The contractor shall furnish all labor, tools, materials, equipment, supplies, parts, fees, permits, travel, and incidentals necessary to provide overhead lubrication system services to Caltrans. This includes: 1) Installation of 10 overhead dispensing reels (Samson brand Model Number MP 504250 or equivalent), each equipped with a 50-foot fluid dispensing hose; 2) Approximately 300 feet of ¾ inch diameter black pipe for plumbing; 3) Installation of hydraulic hoses and fittings; 4) Installation of five meters (Samson Model 365-805 or equivalent); 5) Installation of oil pumps and air filters/regulators; 6) All necessary piping, fittings, gauges, and lubrication storage tanks as specified in the scope of work.

Period of Performance

The contract is expected to commence on May 2, 2026 (estimate), or upon approval by Caltrans. The agreement will expire on May 1, 2027 (estimate). Services shall be provided during normal business hours from Monday to Friday.

Place of Performance

The services will be performed at the Caltrans Shop located at 471-800 Diane Drive, Susanville, CA 96130 in Lassen County.

Bidder Requirements

Bidders must possess a valid C-36 (Plumbing Contractor) license and a C-61/D-21 (Limited Specialty/Machinery and Pumps Contractor) license issued by the California Contractors State License Board. Bidders must also be registered with the Department of Industrial Relations (DIR). The contract requires a minimum participation of three percent (3%) from Disabled Veteran Business Enterprises (DVBE). Additionally, bidders are encouraged to subcontract at least twenty-five percent (25%) of their net bid price to certified Small Businesses or Micro Businesses.
