Background

The City of Wheaton is seeking professional engineering services to provide temporary engineering support for the installation of fiber duct throughout the city. The goal is to monitor, enforce, and address resident concerns during this installation process within the corporate city limits.

Work Details

The contractor will act as the City’s on-site representative during construction, with core responsibilities including: - Monitoring contractor work for compliance with permit conditions, traffic control plans, and restoration standards; - Verifying proper installation of communication ducts (depth, alignment, materials, and methods); - Documenting progress through daily field reports, photos, and issue logs; - Coordinating with utility companies and contractors to resolve conflicts; - Responding to residents’ concerns regarding access and safety; - Ensuring proper restoration of pavement and landscaping; - Reviewing and recommending approval for permits applied during this time. Staffing will include field inspectors or resident engineers assigned part-time for an estimated 20 hours per week between May and December 2026. Deliverables include daily/weekly inspection reports, permit compliance checklists, issue tracking logs, and a final summary report documenting construction compliance.

Period of Performance

The contract term is for one year with an option to renew for two additional one-year terms. Work is expected to occur from May to December 2026.

Place of Performance

The services will be performed throughout the City of Wheaton, Illinois.

Bidder Requirements

Bidders must be located within 50 miles of Wheaton and have prior experience serving at least three municipalities in the last five years. Compliance with the City’s insurance requirements is mandatory.
