Background

The Department of Water Resources (DWR) of the State of California is seeking proposals for financial advisory services related to the Electric Power Fund (EPF) program. This program was established in response to California's 2000-2001 energy crisis, where the DWR was authorized to purchase power on behalf of the state's largest Investor-Owned Utilities' customers. The contractor will assist in managing and winding down the EPF program, including handling regulatory and reporting requirements, as well as litigation related to Power Supply Bonds.

Work Details

The contractor will provide comprehensive financial advisory services, including: 1. Management, coordination, and monitoring of all aspects of the Bond Portfolio associated with the EPF program. 2. Assistance with regulatory or reporting requirements related to the EPF. 3. Support in any litigation concerning the EPF program and/or Power Supply Bonds.

Period of Performance

The anticipated term of this agreement is three years, with an option to renew for two additional one-year terms. The expected start date for the agreement is August 2026.

Place of Performance

Work will be performed at multiple locations including: - Department of Water Resources, California Energy Bond Office, 2033 Howe Avenue, Suite 220, Sacramento, California 95825 - Department of Water Resources, 715 P Street, 6th Floor, Sacramento, California 95814 - Contractor’s Office (teleworking is acceptable).

Bidder Requirements

Proposers must meet specific qualifications including: 1. A minimum of five years' experience providing financial advisory services to government entities. 2. At least three years' experience providing financial advisory services to power municipal issuers. 3. Experience supporting regulatory rate filings at the California Public Utilities Commission (CPUC). 4. Experience preparing exhibits and presentations for government regulators. 5. Compliance with all required documentation including a Payee Data Record and Key Employee Policies acknowledgment.
