Background

The City of La Quinta is seeking proposals from qualified firms to provide On-Call Building Plan Review and Inspection Services. This initiative is part of the Design & Development Department's efforts to ensure compliance with applicable building codes and regulations for residential and commercial developments, infrastructure improvements, and special projects.

Work Details

The selected consultant will provide the following services: 1. **Plan Review**: Review plans for residential and commercial developments, ensuring compliance with City ordinances and California Building Codes. This includes architectural, structural, electrical, mechanical, plumbing plans, grading plans, energy reports, Cal Green plans, soils reports, and construction product testing reports. 2. **Building Inspection**: Conduct inspections during construction to enforce compliance with approved plans and codes. Document field conversations and produce corrective measures as necessary. 3. **On-Call Services**: Perform electronic plan reviews using specified software (currently Bluebeam Revu) and log review statuses in the City's permitting software (Enterprise Permitting by Tyler Technologies). 4. **AI-Assisted Plan Review**: Utilize approved AI tools to enhance plan review activities while ensuring all findings are validated by a qualified human reviewer. 5. **Orientation**: Meet with City staff to understand development processes and establish operational procedures for on-call services.

Period of Performance

The contract is expected to commence on July 1, 2026, following the completion of proposal evaluations and contract negotiations.

Place of Performance

Services will be performed at City Hall in La Quinta, California, as well as at the consultant's off-site office location.

Bidder Requirements

Proposers must include a completed Insurance Requirements Acknowledgment form indicating their ability to provide minimum insurance coverage as specified in the RFP. They must also submit a Non-Collusion Affidavit executed by an authorized official of the firm. Local vendors are encouraged but not required to apply.
