The Tualatin Valley Water District (District) is seeking bids for the supply and delivery of liquid oxygen (LOX) for use in water treatment at the Willamette Water Supply System (WWSS) Water Treatment Plant (WTP), which is currently under construction with an expected completion date in summer 2026. Initial deliveries of LOX may begin in fall 2025 as part of preliminary commissioning activities.

Work Details

The contract involves the supply and delivery of liquid oxygen (LOX) to the WWSS WTP. The supplier must ensure that the LOX meets specific purity requirements, including: - An oxygen content of at least 99.0% by weight, - A moisture content with a dew point not exceeding -80°F, - A total hydrocarbon content not exceeding 40 ppm. Additionally, the LOX must be certified as suitable for contact with drinking water according to NSF/ANSI/CAN 60 standards. The supplier is responsible for providing all necessary documentation, including an Affidavit of Compliance certifying that the LOX meets these specifications. The contract also includes requirements for transportation and delivery plans, as well as compliance with safety and quality standards.

Period of Performance

The initial term of the contract is one year, with options to renew for up to three additional one-year terms unless either party provides written notice of intent not to renew by June 1 prior to the September 1 anniversary date.

Place of Performance

The delivery location for the liquid oxygen will be at the Willamette Water Supply System Water Treatment Plant located in Sherwood, Oregon.
