Janitorial Services in Santa Clara, San Francisco, and San Mateo Counties

Background

The California Department of Transportation (Caltrans) is issuing this Invitation for Bid (IFB) #04A7525 for janitorial services in Santa Clara, San Francisco, and San Mateo Counties. The goal of this contract is to maintain a clean and sanitary work environment for Caltrans facilities, supporting their mission to provide a safe and efficient transportation system.

Work Details

The contractor shall furnish all labor, tools, materials, cleaning supplies, equipment, travel, and incidentals necessary to provide janitorial services. Specific services include: 1) Vacuuming, sweeping, and damp mopping all flooring in restrooms, kitchens, and break areas; 2) Cleaning toilets, urinals, sinks, and chrome fixtures; 3) Emptying waste receptacles; 4) Dusting office furniture and surfaces; 5) Cleaning windows and mirrors; 6) Providing restroom supplies such as toilet paper and soap; 7) Ensuring the janitor closet is orderly. Services are required weekly or monthly depending on the location. The contract covers multiple locations with varying square footage across the specified counties.

Period of Performance

The contract will commence on July 15, 2026 (estimate), or upon approval by the Department of General Services (DGS), whichever is later. The agreement shall expire on July 14, 2029 (estimate).

Place of Performance

Services will be performed at various locations within Santa Clara County (e.g., San Jose), San Mateo County (e.g., Foster City), and San Francisco County (e.g., San Francisco).

Bidder Requirements

Bidders must comply with Government Code Section 19134 regarding employee benefits. They must also possess a valid registration with the Department of Industrial Relations (DIR). Bidders are encouraged to subcontract at least 25% of their net bid price to certified Small Businesses or Micro Businesses to meet participation goals. Additionally, a three percent DVBE participation requirement applies.
