Background

The California Department of Forestry and Fire Protection (CAL FIRE) is issuing this Invitation for Bid (IFB) to procure Pipeline Emergency Responder Initiative Training Services. The goal of this contract is to develop and deliver training aligned with national standards set by the United States Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA). This initiative aims to enhance the capabilities of emergency responders in handling pipeline incidents effectively.

Work Details

The contractor will provide all necessary materials, labor, equipment, tools, permits, transportation, taxes, and fees to collaborate with the Pipeline Emergency Responders Initiative (PERI) Advisory Committee and various stakeholders. Key responsibilities include: 1. Preparing, advertising, and conducting in-person training classes (90 sessions). 2. Facilitating and conducting advisory committee meetings (12 meetings). 3. Overall curriculum development and updates through cadre meetings (18 sessions). 4. Conducting targeted meetings to develop interactive/virtual training (20 sessions). The contractor will also be responsible for training PERI instructors and assessing their qualifications as outlined in Exhibit A of the Scope of Work.

Period of Performance

The contract period is expected to commence upon execution of the agreement and will continue until all services are completed as specified in the Scope of Work.

Place of Performance

The services will be performed throughout the State of California.

Bidder Requirements

Bidders must meet specific qualifications including: 1. A valid business license or proof of incorporation in California or their respective state if based outside California. 2. A minimum of 10 years' experience delivering pipeline response training. 3. Certifications including Fire Service Instructor I or equivalent, Firefighter I or equivalent, and Hazardous Material Operations Level certification from IFSAC. Additionally, participation from Disabled Veteran Business Enterprises (DVBE) is encouraged but not mandated.
