Carson City Juvenile Detention & Probation Center Construction Manager at Risk (CMAR

Background

Carson City, Nevada is seeking qualified firms to submit proposals for the Construction Manager at Risk (CMAR) services for the Juvenile Detention and Probation Center Remodel Project. This project aims to remodel and expand the existing facility to meet current and future functional needs as identified in a space needs assessment conducted in 2022. The estimated construction cost is $11,000,000, with construction anticipated to start in Fall 2027.

Work Details

The selected CMAR will provide design phase assistance and complete construction services if a Guaranteed Maximum Price (GMP) is successfully negotiated. The scope of services includes:

Pre-Construction Phase

Participate in design meetings, provide input on design schedule and constructability, develop cost estimates at various design phases (conceptual, 30%, 60%, 90%), participate in public meetings, assist with identifying differences between cost estimates, maintain open communication with stakeholders, facilitate procurement studies, manage potential bidders' lists, and develop an open book GMP proposal.

Construction Phase

Coordinate with stakeholders, manage construction operations, ensure quality control and safety on-site, address permitting requirements, provide documentation throughout the project lifecycle including submittals and change orders, and ensure compliance with prevailing wage laws.

Period of Performance

The anticipated pre-construction services will take place from August 2026 through August 2027. The construction phase is expected to run from September 2027 through December 2028.

Place of Performance

The contract will be performed at the Juvenile Detention and Probation Center located in Carson City, Nevada.

Bidder Requirements

Firms must be duly licensed by the State of Nevada and comply with all applicable laws and regulations. The CMAR must not self-perform any portion of the construction work (0% self-performance is required). Additionally, firms are required to have a Drug and Alcohol Policy in place for their employees.
