Permit Writing Assistance and Programmatic Support

Background

The State of Nevada Purchasing Division, on behalf of the Nevada Department of Conservation and Natural Resources (DCNR) and the Nevada Department of Environmental Protection (NDEP), is seeking proposals from qualified vendors to provide Permit Writing Assistance and Programmatic Support services. The NDEP is responsible for preserving, protecting, and enhancing the environmental quality of Nevada to safeguard public health and maintain sustainable ecosystems. This contract aims to deliver comprehensive technical, administrative, compliance, and programmatic support across multiple regulatory programs.

Work Details

The contractor shall perform various tasks including: - Project Administration (Task A) - Permit Writing and Assistance (Task B) - Compliance Assistance (Task C) - Enforcement Assistance (Task D) - Chemical Accident Prevention Program Assistance (Task E) - Small Business Assistance Program (Task F) - Technical Assistance/Training (Task G) - Programmatic Support and Development (Task H) - UIC Permit Writing and Programmatic Support (Task I) - Technical Assistance/Training on Bureau of Mining Regulation and Reclamation (Task J). Specific activities include conducting reviews of permit applications, preparing draft permit packages, providing training sessions, developing standard operating procedures, conducting inspections, assisting with public participation processes, and more. The contractor must ensure compliance with federal and state regulations throughout all tasks.

Period of Performance

The contract is expected to begin on September 9, 2026, for an initial term of two years with options for two one-year extensions.

Place of Performance

Services will be performed in the State of Nevada as specified by the NDEP.

Bidder Requirements

Vendors must be registered at nevadaepro.com to respond to this solicitation. They must hold a state business license that matches their registration in nevadaepro.com. Vendors are required to comply with mandatory minimum requirements including insurance coverage as specified in the attached insurance schedule. Additionally, vendors must not have any conflicts of interest relative to the performance of the contractual services.
