This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6 and Subpart 13 as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) Blanket Purchase Agreement using Simplified Acquisition Procedures for shuttle services that meets the specifications outlined below. This solicitation is set aside for woman-owned small business (WOSB). This announcement constitutes the only solicitation and a written solicitation will not be issued. Quotes are being requested under Request for Quotation (RFQ) no. N0016726Q1090. The NAICS code is 485999 and the business size standard is $19,000,000. The provisions and clauses included and/or incorporated in this solicitation document are those in effect through the Federal Acquisition Circular. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular FAC 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507. SEE ATTACHED SOLICITATION FOR CLAUSES AND PROVISIONS. The Government will award a contract resulting from this solicitation to the responsible quoter whose quote, conforming to the solicitation that will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible quoters on a lowest price technically acceptable (LPTA) basis. The Government intends to evaluate quotations and award an agreement without discussions with quoters. For evaluation, please submit pricing for the services outlined in the document Evaluation PWS . This is not the entire scope of the BPA, but it will be the first call placed under the BPA once established. Evaluation Factors (See 52.212-2- Evaluation Commercial Products and Commercial Services) Price Quotes must include all applicable costs. Technical Quotes must reflect the required specifications included in the RFQ. Questions/clarification regarding this solicitation must be submitted via email to steven.besanko@navy.mil by 5/12/25 at 12 PM EST. All questions will be answered in an amendment to the solicitation. Quote packages are due by 5/18/25 at 8 AM EST. Late quotes will not be considered. Quote packages shall be sent to steven.besanko@navy.mil and contain a cover sheet that provides the following information: Official Company Name; Point of contact including name and phone number; and Cage Code number.

Background The Naval Surface Warfare Center Carderock Division (NSWCCD) has an ongoing requirement for shuttle bus services to transport employees between the Carderock Division Headquarters in West Bethesda, MD and the Washington Navy Yard (WNY) in Washington, DC. This solicitation is set aside for woman-owned small businesses (WOSB) and aims to establish a Blanket Purchase Agreement (BPA) for commercial shuttle services that meet specified requirements. Work Details The contractor shall provide shuttle bus services including: 1. Furnishing a vehicle accommodating at least fifteen (15) passengers, fuel, driver, maintenance on the vehicle, and any necessary operating supplies. 2. Regularly scheduled shuttle services between Carderock Division Headquarters and WNY during set hours (0730-1700 Monday-Friday). 3. Monitoring a dedicated telephone line during normal business hours for schedule-related communications. 4. Notifying the Technical Point of Contact (TPOC) in case of delays due to unforeseen circumstances such as weather or traffic. 5. Ensuring all drivers possess valid state motor vehicle licenses, are U.S. citizens, have appropriate credentials, and maintain a clean driving record with no more than two current points. 6. Providing drivers who are appropriately attired and presentable at all times while performing under this contract. Period of Performance The period of performance for this BPA is five years from May 25, 2026, to May 24, 2030. Place of Performance The primary place of performance will be between the Naval Surface Warfare Center-Carderock Division located at 9500 MacArthur Blvd, West Bethesda, MD and various locations within a 50-mile radius as specified in each BPA call.
