The Washington Department of Fish and Wildlife (WDFW) is initiating the Samish River Unit Tree and Shrub Planting Project to restore the site to a native condition by establishing native trees, shrubs, and willow whips. This project aims to meet Wetland Reserve Program (WRP) easement objectives within designated planting areas. The contractor will be responsible for procuring the necessary native plants from local nurseries.
The contractor will establish mosaic communities of native trees, shrubs, and willow whips across 17 acres in the Samish River Unit. The project requires procurement of specific plant species as outlined in attached planting plan schedules, which detail species composition, quantities, and spacings. The expected stocking rate is between 450-500 stems per acre with a targeted survival rate of 70%. Site preparation will be conducted by WDFW staff prior to planting. Planting must occur in the fall between October and early November. The contractor must also manage weed control twice a year for three years post-planting and ensure protection against browsing by wildlife using rigid plastic tubes or mesh tubes.
The contract is expected to commence in September 2026 and conclude in September 2029, with an estimated total contract volume of $227,000 over three years.
The work will take place at the Samish River Unit of the Skagit Wildlife Area, located in northern Skagit County, approximately one mile southwest of Edison, Washington.
Bidders must be licensed to conduct business in Washington State and are encouraged to include Disadvantaged, Minority, and Women-Owned Business Enterprises (M/WBE). Compliance with Washington State Prevailing Wage requirements is mandatory. Bidders must attend a mandatory walk-through at the project site on May 26, 2026. Additionally, bidders are required to submit a complete bid package that includes various appendices such as a Bidder’s Questionnaire and Cost Components Pricing Sheet.
