Background

Broward County's Highway and Bridge Maintenance Division is seeking a consultant to provide Construction Engineering and Inspection (CEI) services for the rehabilitation of two movable bridges, SE 3rd Avenue over New River and SW 4th/7th Avenue over New River. The goal of this contract is to ensure safe and reliable operation of these bridges, which are functionally obsolete and face challenges due to outdated equipment and high traffic counts.

Work Details

The CEI services include monitoring the construction of various items related to the rehabilitation project, which encompasses: 1. Roadway improvements such as installation of concrete wall dividers, redistribution of travel lanes, new signage, lighting, and traffic signals. 2. Embankment and approach spans work including partial demolition of retaining walls, reconditioning weep holes, construction of wider sidewalks, installation of traffic warning gates, pedestrian railings, and maintenance access stairs. 3. Flanking spans work involving demolition and installation of new structural elements to support pedestrian overlooks. 4. Bascule pier renovations including removal of existing components, installation of new hydraulic systems, refurbishment of frames, and upgrades to electrical systems. 5. Bascule spans work that includes removal of existing barriers and installation of new structural components. 6. Additional services like installation of a Dynamic Performance Monitoring System and coordination for shop testing of equipment.

Period of Performance

The contract will commence upon issuance of a Notice to Proceed (NTP) at least thirty (30) calendar days in advance of the start date for construction work.

Place of Performance

The work will be performed on-site at the SE 3rd Avenue and SW 4th/7th Avenue bridges over New River in Fort Lauderdale, Florida.

Bidder Requirements

Vendors must possess a State License as a Licensed Professional Engineer at the time of submittal. Additionally, vendors must comply with Broward County’s Criminal History Screening Practices Ordinance and Lobbyist Registration Act requirements.
