Background

The City of Portland Bureau of Environmental Services (BES) is responsible for protecting public health, water quality, and the environment by providing sewage and stormwater collection and treatment services. The BES serves over 600,000 people across approximately 133 square miles, operating critical infrastructure including the Columbia Boulevard Wastewater Treatment Plant and Tryon Creek Wastewater Treatment Plant. This Request for Proposals (RFP) seeks qualified firms to provide wastewater treatment engineering services on an as-needed basis through price agreements, allowing for rapid response to project needs.

Work Details

The City intends to award up to four price agreements for wastewater treatment engineering services, with a maximum contract amount of $4,000,000 each over a five-year period. Services required include: A. Project Management and Coordination; B. Alternatives Analysis and Preliminary Design; C. Design Services; D. Engineering Services During Construction; E. Existing Facility Inspection and Condition Assessment. Specific tasks may involve evaluation of existing processes, design work across various engineering disciplines (civil, mechanical, electrical), condition inspections of facilities, and compliance with sustainability guidelines.

Period of Performance

The term of the price agreement is five years, with work to commence immediately upon contract execution. Specific projects will be initiated via signed Task Orders.

Place of Performance

Work will primarily be conducted at the successful Proposer's facility but may also occur at City facilities or third-party locations as necessary.

Bidder Requirements

Proposers must be certified as Equal Employment Opportunity Employers and comply with the City's Equal Benefits Program prior to contract award. They must maintain appropriate insurance coverage including: - Workers' Compensation Insurance; - Commercial General Liability Insurance with a minimum limit of $2 million per occurrence; - Automobile Liability Insurance of $2 million per accident; - Professional Liability Insurance of at least $1 million per occurrence; - Other specified insurances. Additionally, successful Proposers are encouraged to engage minority- and women-owned businesses in subcontracting opportunities.
