Background

The City of Vista and Buena Sanitation District is seeking proposals from qualified contractors to provide as-needed sewer line cleaning and closed-circuit television (CCTV) inspection services. The goal of this contract is to maintain the integrity of the sewer system by removing roots, grease, silt, and debris from large diameter sewer lines. This will be accomplished through thorough inspections using CCTV technology.

Work Details

The selected contractor will perform the following services: - Review GIS data of the City’s sewer system. - Assess as-built or record drawings. - Conduct field reviews for access and equipment needs. - Clean sewer pipes prior to CCTV inspection, including disposal of foreign materials. - Perform CCTV inspections following NASSCO methods. - Document sewer pipe conditions and defects using PACP standards. - Prepare inspection videos and reports for the City. The contractor must furnish all labor, materials, and equipment necessary for cleaning operations. Specific equipment requirements include high-pressure hydraulic cleaning equipment with a minimum working pressure of 2,000 psi, mechanically powered equipment for larger pipes, and root removal tools. Additionally, the contractor is responsible for sediment and debris removal at downstream manholes.

Period of Performance

The initial contract term is two years (24 months) from the date of award with options for three additional one-year renewals.

Place of Performance

Services will be performed within the City of Vista and Buena Sanitation District's jurisdiction.

Bidder Requirements

Contractors must possess a California Class B Driver’s License along with either a Class A or C-34 (Pipeline Contractor) or C-42 (Sanitation System Contractor) license. All work must comply with applicable federal, state, and local regulations. The use of sub-consultants for cleaning and CCTV inspection services is not permitted; however, traffic control sub-consultants are allowed.
