The Great Lakes Water Authority (GLWA) is seeking proposals from qualified vendors for the 'Water Transmission Main, Valves, Emergency and Other Urgent Repairs II' project. The purpose of this contract is to ensure the availability of experienced contractors who can provide urgent and emergency repairs on GLWA's extensive water transmission system, which includes approximately 800 miles of pipelines. This initiative aims to maintain the integrity and functionality of critical water infrastructure.
The contractor will be responsible for providing all labor, equipment, and materials necessary for urgent and emergency work related to repairs of large transmission mains, valves, structures, and other appurtenances as directed by GLWA. Specific tasks include: - Large water main shutdowns and startups - Dewatering, filling, and disinfection of large mains - Confined space entry setup and supervision - Traffic control setup and maintenance - Valve repairs and replacements - Emergency repairs, rehabilitation, and replacement - Restoration of work sites - Data verification. The work will be conducted on a task order basis with no guaranteed minimum number of task orders throughout the contract term.
The estimated start date for the work is to be determined (TBD), with performance occurring over a specified period as outlined in individual task orders issued during the contract term.
The work will primarily take place within the GLWA water service area in Michigan, which includes various locations where large diameter pipelines are situated.
Bidders must demonstrate: 1) Completion of at least three projects in the last three years comparable to the scope described; 2) Experienced foremen with a minimum of five years in heavy civil construction for water/wastewater utilities; 3) Experienced superintendents with at least ten years in similar fields; 4) A local headquarters or equipment yard within the GLWA service area; 5) A list of available equipment sufficient to complete assigned work; 6) Compliance with GLWA's Business Inclusion and Diversity Program by submitting a proposed diversity plan; 7) A validated vendor performance score above 70%. Required bonds include a performance bond and payment bond each at 100% of the contract price.
