Background The United States Department of Agriculture (USDA) Office of the Chief Financial Officer (OCFO) is conducting a Request for Information (RFI) to gather vendor input on an Integrated Utilities and Telecommunications Expense Management (UTEM) and Invoice Processing Managed Services platform. This initiative aims to enhance the management of utility and telecommunications expenses across USDA facilities, which rely on a diverse range of utility services and telecommunications managed services. Work Details The USDA seeks a platform that supports the following tasks: 1. Invoice intake, validation, processing, and payment; 2. Inventory management at service-level granularity; 3. Reporting and analytics for consumption, cost, and compliance; 4. Interfaces to USDA financial and operational systems; 5. Onboarding and implementation services; 6. Security and privacy compliance suitable for a federal environment. The platform must demonstrate experience supporting at least 500 site locations across the continental U.S., encompassing approximately 14,000 utility accounts and 6,000 telecommunications accounts. Specific functional requirements include: - Utilities Expense Management: Invoice processing with audit trails, data management for monitoring utilities, federal reporting support, and dashboards for conservation opportunities. - Telecommunications Expense Management: Invoice normalization, inventory control with service-level tracking, financial management including cost allocation and reconciliation of payments, and a customizable business intelligence platform. Place of Performance The contract will be performed across various USDA facilities located in the continental United States and its territories.
