Background The Department of the Interior (DOI), Bureau of Indian Education (BIE), Division of Acquisitions is issuing this solicitation for ESS Counseling Services for the Kayenta Community School. The goal of this contract is to provide therapeutic counseling services to students identified as needing such support, particularly those with disabilities, in accordance with their Individualized Education Plans (IEPs). This initiative aims to enhance the mental health and educational outcomes for students at the school. Work Details The contractor shall provide Therapeutic Counseling Services at Kayenta Boarding School in Kayenta, Arizona. Key tasks include: 1. Providing one-on-one and small group counseling for 13 identified students requiring therapeutic services, with a total of thirty visits during the school year 2026-2027. 2. Conducting assessments on students through IEPs and coordinating with the Special Education Department for service visitation schedules. 3. Administering assessments approved by the school's Special Education Department, scoring them, and providing summaries and interpretations of results. 4. Documenting evaluations, objectives, sessions, and progress for each student while maintaining organized records available upon request. 5. Participating in MDT/IEP meetings to interpret results and address questions from parents and staff. 6. Developing goal-oriented treatment plans based on state standards with defined milestones to measure progress. 7. Delivering direct therapeutic counseling in individual and group settings four times a month, while also providing technical assistance and training to school staff working with these students. Period of Performance The period of performance for this contract is from August 22, 2026, to August 21, 2027. Place of Performance The services will be performed at BIE Kayenta Community School located at 1000 Main Street - BIE, Kayenta, AZ 86033.
